MEA or the Ministry of External Affairs attestation means the attestation issued by the Ministry for the purpose of verification of documents abroad. MEA attestation is the second phase in the embassy attestation process. Before MEA attestation, you have to verify your documents from the respective state authorities. For that, each state has concerned the HRD department for attesting educational documents. Non-educational documents are issued by a notary. HRD attestation or notary attestation is mandatory for issuing MEA attestation. Embassy attestation cannot be done without MEA certificate attestation.
